Jiangsu is again looking to ports to fill the most glaring gap among China's coastal provinces. Governor Liu Xiaotao has pushed for a port alliance among Lianyungang, Yancheng and Nantong, aiming for differentiated development to overcome the lack of deep-water capacity. The province's marine gross product is roughly half of Guangdong's, highlighting the competitive challenge.
